I have a arduino nano 16mhz (5v version) , can I use it with 3.3V DC-DC supply without mod ?

Maybe a dumb question…how do you charge these scooter batteries? Can you charge through the discharge cable or only through the smaller charge cable?
I got the preprogrammed arduino and i see a faint TX blink, but I'm unable to get anything more than 3.x volts out of the discharge port?
The battery is charged at 41.8 volts, but im only getting 40.6 volts out of the P+ and the ground pad right above it (*not the P- or C-)

Ill be buying 40 of those packs for an off grid setup in the near future. Would be a nice reassurance to know how to set it up for multiple packs. Even if its just a signal booster on a bus.
