    very good disclaimer.

    one reason for different capacities is maybe the charger maker has the low end and high end set different.

    for example a turnigy accucell 6 charger will allow discharge and storage all the way to 3 volts where as a turnigy 400 watt charger will storage and discharge to 3.2 volts so it will leave more margin for safety due to the fire scares.

    same goes for the recovery of overdischarged cells.
    the accucell i think will allow you to charge from as low as 2.5 volts where as the mega 400 and 800 chargers will not allow any lower than 3 volts .

    so newer chargers if you want to recover a low pack you either have to use the nicd mode to slowly bring them up to 3 volts or set the charger to 1 less cell than in your series and do a charge without the balance connector connected at a very low current.

    a bit of warning. recovering low or even 0 volt cells is very risky and can result in thermal runaway and fire but it can be done.

    I bought these same modem packs and was struggling to get them open using a razor knife to cut them open. I was probably spending 2-3 minutes per pack to get them open. Then I watched your video, grabbed a paint scraper blade I had on hand, my Vise Grips, and a hammer, and did the remaining 70 packs I had in about 30 minutes! Thanks so much for sharing! Wow, you saved me a crap-ton of time. ๐Ÿ™‚
