THICKER CABLES
I am working on a charger for lithium ion batteries for a 1980's cordless drill and I have found that there are 3 states of charge. When the charger is first plugged in a voltage check is performed and if the batteries are under voltage, i.e. over discharged then a trickle charge is applied to bring the batteries up to voltage, this is called a pre charge. Once minimum charge voltage is reached a constant current is applied. As the battery is charged, higher and higher voltages are required to maintain the current until a predetermined maximum charge voltage is reached. Once the maximum voltage is reached the the charger moves to its second (third) state, constant voltage, and at this voltage the current begins to reduce, eventually reaching close to nil once the battery is charged. It seems from the symptoms that the pre charge passes so it switches to the constant current which is immediately registering maximum voltage and the second (third) charge phase is not enough to provide any current into the battery so charging is assumed to be completed. I would suggest that either the batteries are already fully charged, which I assume you would already know, or the chargers maximum charge voltage is set too low meaning it can never provide any current into the batteries.

My friend is frustrating. I have been dealing with that charger since the first version. Version 9 worked up to a certain extent, but then I got 5 elcaps blown away and now I am redoing the charger using the toroids. Good luck
