The charger is a switch mode power supply. The A.C. is rectified to a smooth D.C. The inductors and IGBTs create a boost buck converter, there is an additional capacitor on the output to smooth it out. The circuit controls the switching of the igbts and thus the voltage. Great video.
A charger needs to be a buck/boost converter hence the transistors and inductors. It's taking 120/240VAC and turning it into 280VDC which is a boost and potentially taking >280VDC from the regen and turning it into 280VDC for the batteries (or whatever the battery runs on). Everything is huge because of the current involved …
This is what you need to open some of the parts: A version known as Security Torx, Tamper-Resistant Torx (often shortened to Torx TR) or pin-in Torx contains a post in the center of the head that prevents a standard Torx driver (or a straight screwdriver) from being inserted.
Why don't they use peltier technology instead of liquid cooling? It would be much more efficient to convert heat directly into electricity.

Thats a shit ton of mosfets (iirc) on that second side… Power switching?
Those components you could not identify are inductors. The PCB traces are the windings, and the black parts are ferrite.
The black bricks must be ferrite cores, they must have made inductors or transformers using PCB tracks instead of the regular magnet wire. Much more compact and cost saving.
Those floating blocks going through the board likely are inductors, the ones on the other side are likely common mode chokes.
