Complain to the Federal Trade Commission.
This is an illegal business practice.
Also Complain to the IRS because they are going to earn income and not report them. That would be potentially income tax fraud! Also complain to the USPS they have the capability to STOP ALL MAIL DELIVERY to PayPal.

So what happened eventually?
Screw PayPal, what they are doing is illegal and technically, theft of funds!
There is no justification. Of course they're using your money to make interest, acting like a bank, which they are not. This is CRIMINAL, file a class action lawsuit!!
What happened in the end?
PayPal did the same crap to my son and daughter in law with their business. PayPal is out of control and there is no way that I will ever do business with them again.
Now, 5 years later, PayPal still the same shit.
remember who owns paypal, all they care about is business and holding that 20k for 6 months in the short term money market for interest

Customers should demand a refund, close their PayPal account, then find a way to make a payment through companies like Zelle, which I use. I'm closing out my PayPal account today and I don't have any order sitting there.

never let a third paerty handle your money they will always screw you over its just the bank and you the only middle person should be your costamers nothing else
yes I used PayPal with my business and they hold money. it has caused me alot of bad times. I do mobile diagnostic for cars computers and electric. I bought parts and just ended bad. one guy called PayPal and got them to let some of money go. never again will I ever use PayPal. it's a mess PayPal is awful it really is.
